I was looking at rules for the various formats and was surprised to see what appears to be a change applicable to vets: the DE format still has two 3-minute periods and a 10-touch limit, but the break now occurs at either the expiration of the first period, when one competitor has 5 touches. This is now the same as the Youth 10 format. As per page 48 of the 2017-18 Athletes' handbook:

"Direct Elimination (DE): Competitions are said to be by direct eliminations when a competitor is eliminated from the direct elimination tableau after his or her first loss.
Bout format: is as contained in the Rule Book. Veterans and Youth 10 DEs, are 10-touch bouts with two periods; the one-minute rest occurs when one fencer’s score reaches 5 touches or when three minutes have elapsed, whichever occurs first.
For information on competition, types, reference Table 2.16.1."
Is this correct? and will this be the FIE format as well?

No, not correct for Vets (except for sabre).

There is no change in the rule books; the change is in the AH and appears to be a case of sloppy editing.

The rule for duration of Vet bouts is o.91

The "stop at 5" is only for saber.
