There's still a question, even now that padding on chest protectors is mandatory for all foilists who wear them. Several people have stated that the chest protector must now be worn beneath the plastron. That's what the FIE rule says, but that is not what the US rule says, as stated in the new June 2018 rule book posted on both the US Fencing and FOC websites. The FIE rule, rule m.25.3(c), says, "At all weapons, the use of a breast/chest protector (made of metal or some rigid material) is compulsory for women and optional for men. At foil, this breast/chest protector must be worn below the protective plastron." The US rule, rule m.25.4(c), says, "The use of breast/chest protectors (made of metal or some rigid material) is compulsory for women and optional for men. In foil, this breast/chest protector must be worn inside the jacket."
On the FOC site, when discussing this rule, they quote the FIE rule and say their change "is identical to the change voted in by the FIE Congress session in November 2017." But the focus of the discussion there is the need for padding on the plastron, and I don't know whether the placement of the chest protector was overlooked in the US rule revision, or whether they intended to differ from the FIE rule in that respect.

On April 12, the USA Fencing Board of Directors approved a change to the USA Fencing Rules of Competition regarding chest protectors for foil fencers.
Per Section m.25.4(c):

So the change includes the statement of where the protector is placed.

That's better, in that the rule numbering corresponds to that in the US rule book. But that wording about the placement of the chest protector is not what the revised rule book, published 6/1/2018 and including the new requirement for padding, says. That is the problem. There's a mistake somewhere, but where?
The error was mine, in editing the rule book to incorporate the change. It will be corrected in the next revision.
