Can someone tell me what part of the rule book addresses Initial Seeding at a Age Specific National Championship Event?

Safest is to consult the competition flyer for a competition since information posted there can override both what's in the rule book and in the Athlete Handbook. In this case, the competition flyer is the "Athlete Packet". The seeding criteria for all of the events are on pages 8 and 9. You can tell that they're pages 8 and 9 because both pages have "10" as the page number on the bottom of the page which conforms to the USFA guidelines for proofreading its published materials. (I am NOT going to mention that the senior team format description on page 7 ends with the sentence: "Fence off for 3rd No points are classifications are awarded.")

Yep, good thing you didn't mention that. If you mentioned that error in the senior team format description then you might have to also mention they screwed up the status of the Senior Team events (they aren't championships) in the packet, as well as the fencer eligibility for them.

Table 2.15.1.1 on Page 43 of the Athlete Handbook. It wasn't hard to find.

The SN/JC athlete's packet description for Veteran Age group events includes this note in red. What's the possible update?

This format may be updated - One round of pools of 5 and 6 or 6 and 7 person pools;80%*** promoted to simple direct elimination tableau. The direct elimination bouts will be 10-touch bouts with two 3-minute periods and a one minute break after the first 3-minutes of the bout. In saber, there is a 1-minute break when one fencer’s score reaches 5 or 3 minutes have lapsed whichever occurs first.Points are awarded to a maximum place of 64; there is no percentage cut off based on size of field.

I would guess that this may be a pool size issue. In April in Baltimore V70WE had 9 entries and they did one pool of 9 and then DE's.

Looks to me like a change from 100% promotion to 80% promotion.

SN Vet Age group championship events have been 80%, not 100% promotion for more than a decade. (With the exception of 100% for events with 8 or fewer fencers).

If anything, the change should go the other way, from the current 80% promotion back to 100% promotion. The main argument made years ago for the 80% was that there was a cut at the Vet Worlds events. But that's no longer been the case for a couple years. Vet Worlds events promote 100% from pools now.
