    That's a reporting mandate and a mandate on the NGBs. The state laws like the ones in Pennsylvania apply to individuals, including coaches and referees. It's not just reporting but also a separate background screen.

    The new federal law mentioned isn't just a reporting mandate on the NGBs -- it actually appears to apply to *all* (adult) individual members of USA Fencing. Again, that's all adult members not just coaches, referees and staff.

    It expanded the definition of "covered individuals" to include any "adult member of a national governing body"

    Or promote the events in the first place so anyone even knows about them to attend. They don’t seem to be in the schedule of meetings and events (https://cdn1.sportngin.com/attachme...ampionships_-_Meetings_and_Special_Events.pdf), although demo sessions for golf, tennis, and archery are.
