I have an 11 year old girl. I need to get her a new chest guard that meets the new compliance. She doesn't want the shaped women's chest guard, can girls wear a men's chest guard?

Yes. The new rules about padding on the chest protector apply, but the rules say nothing about the shape.

Clarifying: yes, she must have a hard guard, and whether it's a "mens" or "women's" model, it now must have the resilient material

Of course the new material is required for foil, but not epee or saber.

I'm not sure how small the men's chest guards run but the smallest female chest guards are fairly flat. If she keeps fencing, and growing, she may appreciate having plastic bumps, even minimal ones, for added protection. As a budding female, I can't imagine being hit while wearing a 'flat' guard will be very comfortable from the inside - regardless of whether it has the FIE-approved cover on the outside.
