On our frequent trips to Europe we noticed that fencing salles and competitions there almost never used spring-loaded reels, the bungee cord systems employed were simple, lightweight, and extremely durable. We sketched the designs, contracted U.S. manufacturers to make the necessary special parts, and now offer these bungee cord systems for sale. The kit is portable, or can be mounted permanently, setup time is under five minutes. One kit gives everything needed for one strip. Just add a scoring machine and go fencing.

Technically this isn't a reel - it's a bungee system that takes the place of two reels and floor cords. 

A bungee system requires three anchor points - one in the middle and one at each end.  This arrangement is best suited to permanent installation in the overhead however Tripplette does provide two anchor plates which can be taped the anchor points down to the floor (you'll still need to tie off the ends of the wires something secure (such as table legs) to keep the machine from being pulled off of the table).

Electrically the TCA "reel" tends to be very reliable because the wires run directly from the plug that goes into the scoring machine to the fencer end socket.  The black "armor" jacket on the cable cracks fairly easily however the three strand cable inside is extremely flexible and the kevlar core provides effective strain releaf.

Care is sometimes required during set-up to keep things from twisting, and when layed out of the floor (as is often the case in temporary set-ups, the bungee cord and cables can become a tripping hazard.

The TCA "reel" sllows a club to set up an electrical strip for less than the cost of one traditional reel.  If you know what you are doing it is possible to build your own bungee-system for less, however the TCA system is a nice, off-the-shelf solution, especially for clubs which can set it up on a more or less pernanent basis.
