    I tried an anime website, but sadly nothing has pravaild...

    it's not Latin, I''ve taken it for about 5 years, and none of the words check out. My guess is it is a nonsense song using the voice as an instrument rather than having lyrics.

    It's not any language. Yoko Kanno, the composer, just puts sounds together to make musical lyrics and creates her own language. She does it, not for the meaning, but for the sound. She also makes up a translation for the song but since it is not a real language but a combination of sounds, there is no actual translation.
