FIE or non-FIE ok for tourneys?

I checked the 1999 (most recent?) USFA rulebook which states on page 17 "in all weapons, the FIE guarantee label is present on the fencer's equipment (clothing, masks.)"
Then it says to see the USFA note below which states (in contrast) "the use of FIE homologated material is not required for USFA competitions." So which is it?

    =)

FIE is required for international competition, but not for any domestic US competition, up to and including NACs and Nationals.

The rules are an English translation of the FIE rules-- anywhere you see an in-text addendum pertaining to USFA specific stuff, that'll take precedent (except where FIE 'A' grade competitions are concerned).
