The FIE has just informed us that the Cuban Fencing Federation has been forced to cancel the Junior World Cup competitions, originally scheduled to be held in Havana, December 12-14.

Interesting wording.

Does that mean that the Cubans forced themselves to cancel the WC, or the FIE forced the Cubans to cancel the plans against Cuban interests?

Could it be a result of complaints with the way the World Cup was run?

Probably they exhausted their meager resources on the last one and their economy needs more time to recover.

Or else it's another Air France plot.

They canceled the same Junior World Cup last year also. This one gave most of the fencers more time to cancel plans though. Last year they made it up w/ and impromptu WC in Canada where like ten fencers showed, Canadians and Americans.
