Array I don't have the current ruleset in pda format. Check over at the USFencing.org site under the "FOC".

Array Well, this is probably not the solution you were looking for, but it should work.
Here's a link for a FREE profgram that will let you view pdf's on your palm OS. http://www.adobe.com/products/acroba...erforpalm.html
Same thing for Pocket PC. http://www.adobe.com/products/acrobat/readerforppc.html
Now all you have to do is find the rules in PDF format, which Craig kindly enough has made availible (it's the latest revision too). http://www.fencing101.com/files/2002USFARules_Rev_C.pdf
Side Note:
Consequently, I think part of the problem with people having differnet revisions of the rules is that they are located in multiple places online. Also, if a new version were posted, the link above would still point to the old version. It would be better to only have them loated on the USFA's site and under a name like USFArules.pdf. Then, if there were a change all they would have to do is update that one file. Everyone would be pointing to it (with a link vs. having a copy on their site), so the distribution would be much quicker.
