I admire the sentiment but watch out! If we changed the laws to make Tony Blair eligible, then we'd also be making The Arnold eligible as well. Gov of California is bad enough...

Now, Linda Blair would be an interesting alternative. Imagine her rotating her head 360 degrees and levitating. That woulda given Iraq and Korea the idea they better back off!

It would be simpler to use some image-enhancement in order to make Condi Rice do the same trick. That could be made right now, I believe. Would make for some fun downloads!
