As promised:

I taped bouts in all three weapons this weekend. Another poster referred to
the current foil competition as 'Whippy Sticks'. Based on what I saw, I
concur. I never saw a straight-arm lunge, a parry and reposte, etc. It
looked like saber. Everyone was attacking with their arms cocked back. I
found out later, in talking to Elaine Cheris (former Olympic fencer), that
the rule requiring the point to be threatening in order to establish
right-of-way is ignored now. Instead, right-of-way is given to the fencer
who moves forward first, regardless of where the blade is. For one, this
means that there is no stop-thrust into a preparation that steals time
(right-of-way).

Is anything being done to bring back proper interpretation of the rules and
correct foil techniques?
