Sabre timing rules.

Greetings. A student and I are working on a design for
a fencing box. The intention is to make this design
public domain so that clubs can build their own boxes
for less than $100(CDN) or so.

The rules for sabre boxes are a bit confusing.
Has any one written up a more detailed description, perhaps
with examples, of exactly what they mean?

Alternatively, is there anyone out there who believes
that they know exactly what these rules mean, who would be
willing to help us inspect a design for a sabre box? The
design is in the form of a timed finite-state machine.
