Is there any reason I can't make a practice sabre guard into an electric one just by painting the inside with insulating paint (if there is such a thing)?
No reason whatever. I have used a spray synthetic-rubber called Plasti-Dip, an aerosol version of the stuff they dip tool handles in.
People have also used thin rubber pads cut to the shape of the entire guard interior.
But do leave a small cut out for the connector to come in contact with the blade for grounding. Also you need to insulate the back 7 - 8 cm, but that can be done with a little tape.
Also make sure to use a Sabre-ready connecter or just short it out.
