    True enough, although "evil" is not the same as "ineffectual". I think the award addresses rather the ability to achieve objectives than the worthiness of the objectives...

    It's not about Time, or the award. It's about what he did to get it. Which is: Pretty much the opposite of "clearly unable to adminster and delegate".
