True enough, although "evil" is not the same as "ineffectual". I think the award addresses rather the ability to achieve objectives than the worthiness of the objectives...

Meanwhile, you do realize that he was Speaker of the House of Representatives of the United States for 4 years? About which Wikipedia saith "In 1995, Time named him "Man of the Year" for his role in ending 40 years of majority control by the Democratic Party. While he was House speaker, the House enacted welfare reform, passed a capital gains tax cut in 1997, and in 1998 passed the first balanced budget since 1969." He was also minority whip for 6 years before that, a job which is pretty much ALL "administration". Seems to have been fairly effective.

Of course I do. And wasn't it TIME magazine who published a cover later portraying Gingrich as a crying baby once Bill Clinton cleaned his clock? So much for the "Man of the year" thing.

It's not about Time, or the award. It's about what he did to get it. Which is: Pretty much the opposite of "clearly unable to adminster and delegate".
