The hi-tops are available in the US. Most companies I know were carrying them by Dec. You can check out:

to look into ordering a pair. And if you haven't learned yet, there is no money in fencing. The fencing shoes were basically the same for 20 years (until they developed the assymetrical), whereas most other shoes took advantage of new technology and research.
Also, realize that fencers, as a whole, tend to prefer mobility, speed, and light weight over support and cushion. Hi-tops are heavier, and decrease mobility.
