Reversing line of shoulders at foil

The USFA 2008-2009 rulebook has an index entry: "Forbidden (reversing line of shoulders at foil): t.46, t.120" but there's no mention of this outside of the Index. I've seen a post on the forums saying it's illegal, and another from 2007 saying it is. What's the current state of this rule?

Reversing the shoulders is legal as long as you do not cover target while doing so. This index entry is extraneous.

Going to your first tournament? Read "Choose yer weapon, Laddie (or: Dude, where's my foil?)"

The index is a big problem. For the last few versions, when a rule has been changed most of the time the index is not. I have over two pages of errors in the index alone.

The trouble is they first have to fix the rulebook of all the errors. There are a number of rule numbers that are wrong. When they fix them they will have to change all the references in the index. It might be easier to throw out the index and start from scratch.

Knowing the rule book by heart means nothing, if you don't understand the rules.
