China, I believe. Can't remember where I read that - it was an article talking about whether the quality of the material was decreasing now that production of the fabric had overwhelmingly moved to China.
But there are minimum order sizes. For specialty fabrics it tends to be smaller, since the fabric is more expensive, but you'd probably still be looking at a few thousand dollars' worth of fabric.

You could also try putting out a request for quotes on Alibaba or Tradekey (
www.alibaba.com or
www.tradekey.com); you don't have to have a paid subscription to ask for quotes. I've gotten in touch with fabric manufacturers in India and China that way.
