I just drove up fto LA rom San Diego. The 5 before the 76 was down to one lane due to flooding (and that one lane still had water in it) Parts of the 56 were entirely flooded. Sure, people say San Diego doesn't get a lot of a rain, but the city is honestly built to take a very small amount of rain and make it as inconvenient as possible.

Of course San Diego gets about 10 inches of rain a year, it just happens to be within a 24 period is all. Oh, and I forgot to mention the twin three year olds with a bad cold to make my day rosier.
