Array I'm afraid I can not give you any specific help, but I hope this directs you to someone who can.
I checked the FIE web site FIE.ch and went to addresses, then Federations and came up with the e-mail addresses of the Bulgarian Federation fencing_bg@mail.bol.bg and the Romanian Federation scrima_rom@yahoo.fr
I wrote it all in English because my French is not to good, but I think you can find your way, if you need some more.
I hope they will be able to help. Donald Hollis Clinton, Jr. DHCJr@juno.com

Array thank you cro-magnum man. i tried to research it myself, but had no success, so, once again, i turned to the board for insights advice and concrete evidence of your existence, and therefore you were. thanks again.
my french is practicially non-existant, but what the heck. i've lived in several different places in the world, and what the heck, if i can't find good, steady fencing here i'll go to romania. and i mean it. excpect it's darn cold there!

There's definitely a place in Sofia, Bulgaria, but I don't have the name. There is the odd Bulgarian fencer in the US, and in the NY metro area, and I do know that there is a famous politicial in Bulgarian who was an olympic fencer, if I'm not mistaken. So, they have the sport and a tradition but it is not as well developed or internationally recognized as the Romanians (no less the Hungarians). JsPierre

Array just asking, i'm going tonight to fence, it's very rough out there. why don't we invite all the fencers to the united states. okay i have it: we shut the doors on all the creatins that we don't want and we invite people with talent to fence with us, all romanian, and bulgarian, and russian fencers, over here and we'll find you a place. i don't see the problem. -
In the state of New South Wales in Australia, there is a group of belorussian fencing coaches who are coming out to settle long-term. They are moving a whole fencing academy complete with equipment and expertise; it will be interesting to see what impact they make. -
