I was thinking the same thing (there is a wide degree of "foot rolling", and my comments/thoughts apply to the most severe), although depending on genetics and other factors your time estimate is probably very liberal. If the fencer is young, better to correct it now or it may impact his/her fencing career.

And for the record, nationally ranked fencers don't stop improving/changing or they won't be nationally ranked very long, or at a minimum won't improve that ranking.
