Every club has a different policy. Dominion Fencing (my club) does not charge for coaching at local tournaments...on the other hand, there is no guarantee that a coach will be attending these events. Some clubs/coaches do charge for local events. As long as the policy is spelled out, then I don't see any trouble with charging or not.
