I always thought it would be kind of funny to build an electric one that you could pull out of a cane when someone asked you to fence. Of course, having no guard would be a problem, and it really did seem like it would be a lot more trouble than it was worth. (Also, I was having trouble figuring out the placement of the socket.) I have a few, but wouldn't carry them. I have thought of using a foil or epee blade to make a sword cane for playing around.
I was in film school, and have some theatrical rapiers and stuff, but think the cane could be interesting to try out. Obviously the lack of guard would make some style changes required.
If your looking for a self defense option, I'd suggest an actual cane. Lots of nasty stuff you can do with a cane, and so far I haven't heard of a single location anywhere that prohibits you carrying a cane.
I prefer a nice Irish Blackthorne stick myself, but the City Sticks from cold steel would be a good choice as well.
I'd also suggest at least picking up the Stun, Stagger, and Stop Dvds also from cold steel. It's costly, but whatever you choose to defend yourself you should get some training with it, and check you local laws.
As for the carry permit, here in Virginia it's called a permit to carry a concealed handgun, so no knives, etc. Similar Threads -
