I've never agreed the system doesn't work. Just recounting all the posts in this thread that claims it doesn't work and is a waste of money. I'm glad to see you agree.

I believe the "too bad it doesn't work" quote was a facetious misrepresentation of arguments against the scrapped, non-functional, land-based missile defense shield in favor of deploying ship-based missile interceptor systems. There was general agreement that the naval systems were far more effective and that scrapping the one that wasn't going to be effective and was only really succeeding in cheesing off the Russians and instead beefing up the naval missile defense systems (per JCoS and SecDef's recommendations) was a good call.
Your confusion is understandable, since in fact nobody that I can recall made the argument that the naval missile defense systems didn't work.
