Debates are truly "over" only when one side "wins". That happens fairly rarely ( witness what goes on around here! ). AFAIK there is no rule regarding how many people or what percentage of a population must disagree with a thesis in order for a debate still to exist, and I don't think that's a very good way of judging them. "Majority rules" is a political thing, not a logical one... Idiosyncratic? Wow, pot meets kettle again!! 
A debate will also end when one side ends up just talking to themselves. 
But really, I never stated any "rule" regarding the topic, I merely pointed to when debates might be "effectively" over in that one side appears to have no chance of realizing the position they are advocating.

That happens too infrequently in real life, and only on a vanishingly few occurrences on Internet discussion boards - like here. That's because most people don't *want* to reach any kind of accommodation. They just want to argue. -

Array We' re glad we have a black president, but I don't like the level of cowardice I've seen lately, if the guy carrying the assault rifle was white, they would have thrown him to the ground.

Nope....he wasn't near the Pres, and AZ is an open carry state. He was within his rights....it wasn't overly SMART, as it made him look more like a nutjob instead of getting across whatever point he was trying to make...but ut was entirely legal.
Had he attempted to enter the building where Obama was, he would've been stopped...regardless of race. -

Array Weighing In Thumbs down to carrying assault weapons. No one is smart anymore. It's gone pathetic.
I know, I saw the whole thing, he was dressed very sharp - I think he was 'being political' sort of right wingy - but, I wouldn't have done it, within rights or not. And by the way, I am not interested in the race thing.
Take another look at freedom of speech and see how it's been twisted over the years: that was the entire point of John Steward Mills 'Greatest Good' Thesis. John Mills was a patriot who wrote about the kinds of things that would help make America a good place to live, so that people could enjoy a good way of life while at the same time preserving the individual's rights to certain freedoms.
We're just going to have to wait and see in 50-60 years we'll get back some of what's been lost - it's really gotten rotten out there. I can't carry a spray bottle of Channel No 5 in my handbag when I get on a plane, but this jerk can sling an assault rife over his shoulder 50 feet from the President of the United States. Happy Days.
