USFA Event Classification Chart
Please Note: Cadet and youth events do not use the E1 or D1 classifications. This means that those events are "NR" until they achieve a C1 level or higher.
Above is from the USFA Event Classification Chart regarding how and when events are classified.
Is there an exception to this rule for "national" events, e.g., Summer Nationals?
I ask because Y10MF in Dallas is listed as a D1 which is clearly contrary to the above.

Array I believe nationals are an exception. It makes sense as you have a large pool of fencers to draw from (all across the country). I am pretty sure this rule was put in place because on a local level, it is very easy to find a bunch of young kids all learning at once in say a class or at school, then holding a tournament and awarding a kid with 2 months experience a D. You can be assured however that one a national level, some n00b is not going to win unless they really earn it.
Also Div III nationals is always at least a C3 even if it doesn't have the correct numbers, Div II nationals is always at least a B3 even if it doesn't have the correct numbers, Div 1A nationals is always a A3. -
