It doesn't break any rules as long as she's moved within the appropriate ratings. It also doesn't seem like the spirit of the rules would advocate leaving that situation the way it is. I imagine that if someone actually sat down and wrote the rules specifically for national level events that consideration would be added. I now dangle to the left....my tassle.
