Was it a drop as of 9/1/08 (all automated actions due to inactivity) or a drop as of 9/22/08 or 9/23/08 (moves due to FOC vote)?

I saw a drop on 9/1 that had the date changed (but the rating stay the same) on 9/22.
The referee had another rating that was lowered that had not aged out as well.

9/23/08 and it was a drop from a 5 to a 7... not automated...

Then, yes, that was certainly a slip. All voted-upon drops were supposed to have included communications to the referee in question.
