In India you have to start off from grass roots to national level if you are to compete at international levels.
You can do it by competing from a club to a district to a state and then on to the national championship. (this year National championships for Sub junior & Cadets are being held at Bhilai from 14th sept to 17th sept 2008.)

Does that mean, IFA will not grant FIE license to someone who has not gone through such a system?

Let's say there's a fencer of Indian citizenship who lives in another country, has lived there for a long time, and has no wish to return to India. She is a highly capable and competitive fencer (i.e. can beat everyone in the national team).

    1) What would be the procedure the fencer needs to go through in order to be granted FIE license?

    2) Is there a policy that would prevent a fencer in such situation to compete in international events representing IFA?
When you have three Romulan Warbirds blocking the escape route, Worf has an emotional breakdown about his childhood toy, Riker announces he's gay, Data's positronic brain gets a virus, and Geordi quits because he's had just one too many imminent warp core breach.... Just sit back, breathe, and follow these simple steps:

I think it depends on the country, most of them will give you a license if you pay the fee. It's not that hard, all they have to do is log on the the FIE site and add the fencer.

The big events that are under FIE limit each country on how many fancers they can bring. Only the host country will be allowed a few extra fencers. So if you are not on a national team you will most likely not be able to compete.
