Sorry I forgot to post the reference. On second look it seems Cohen was quoting a different author: Wythe Williams....In reference to Clemenceau, "He delighted in....disarming them with a....coup en seconde, the most powerful blow in swordplay, almost paralyzing the arm."

All the same it is still a curious reference. To me it sounds like this is refering to a hit to the arm from second. I am just not sure how the coup ties into the move.... -

I am just not sure how the coup ties into the move.... The beat in second is so powerful, and jars the opponent's arm badly enough to "stun" or "paralyze" the opponent's arm. The hit itself (in foil) goes to the body.
I suspect that there is a certain amount of hyperbole in this description.
