a little clarification please with classifications

I can't find it anywhere in the rule book (all those words became a blur after a while and my bifocals fogged over) and I was hoping that one of you ever so wise and full of wisdom peeps would have the answer....
here is the scenerio....
susie fencer was a C06 and after what seemed an eternity earned a B08 AFTER registration for Summer nationals was turned in last week.. Susie Fencer was going to fence in Div2 and signed up for Div2 because she was a C06... classification changes are good through the 17th of June..SO, If Susie Fencer changes classification to a B08 does that mean Susie Fencer can not fence Div2 since she would be classified as a B08 which a B is not eligible to fence in Div2?

Susie Fencer will be allowed to compete in D2 in San Jose and will be seeded according to her B08 (assuming that the classification change report is received and processed by the National Office some time in the next 4 weeks).

part 2 and final question, besides "experience" what would be the point of fencing Div2 as a B08 when the highest rating earned would most likely be a B08?

If on the medal stand, looks good on college resume if S.Fencer is in high school. Edit: Any trip to the medal stand is good.

Div 2 could be an A2 tournament, depending on ratings changes of other fencers.

If fencing other events, another day of fencing.

Because fencing is a fun activity that we enjoy.

The purpose of competing in tournaments should not be a possible upgrade in classification. Or at least that should very rarely be the sole, or even primary, purpose.
