No, I think the problem is lack of understanding of the rules.

And I've seen one hold up a Spanish offset and say "this grip is completely legal."

Which just goes to show how much consistency you'll get on this. I might go as far as to say that it's the rule you'll find the least consensus on as far as material rules.

In general, if the grip is not something normal, be ready with a backup blade that does have something normal. By something normal, I mean a standard pistol grip sold by most vendors or a French.

MOST armorers on this forum have stated that removing things is OK in general, whereas adding things can get you into trouble. I don't think you'll have a problem with the modification as posted. But again, I'd strongly suggest having at least one blade with a standard Belgian (or something) just in case. Like everyone else has said.

I would say both, but I would lean towards HDG.

Let me give you an example. A member of SEMI who should know the rules failed a Toykyo Sport bodycord because they had never seen them before.

Since becoming head of SEMI they have ruled the universal body cords made by BG illegal, screwless tips and zip tips when he first saw them. There are no rules that say they are illegal and I hope as the head of SEMI he would know the rules.

As been stated a good rule of thumb is external pommel and not French or Italian is illegal.
