You are correct that if the tournament is not sanctioned then classifications are not awarded. However, I believe the other information you have given is incorrect.
Please show where the other information concerning activity, three clubs, practice tournament, liability insurance came from. -

That is in the details of the insurance policy through the USFA. You will probably have to get a copy from the insurance carrier.
