Interested folks:

The PCS is proposing new bylaws.

I'm attaching them to this message (both the current and proposed ones). Read them and comment on them here (I'll comment separately).

Whoever is making the changes has done a very good job of hiding them through very poor formatting and almost complete re-structuring of the document.

Is it possible to post some summary of proposed changes?
