    Cards for non-combativity

    I know that the FIE rule book has added non-combativity to the 1st group of offenses on the chart in t.120, but I see from the new USFA Rules for Sep 2007 that the USFA has not done so.

    Does that mean that in a USFA competion the yellow card under t.87 for non-combativity is always a yellow card (a warning) even if one or both of the fencers has already received a card for a prior 1st, 2nd or 3rd grp offense? For example Fencers A & B are in the first period of a DE. Fencer A has a yellow card for covering target, Fencer B does not have any cards. The referee calls a halt for non-combativity. Does Fencer A receive a red card and Fencer B receive a yellow card or do both receive a yellow?

    In application, it will be that Fencer A recieves a red card and fencer B receives a yellow.
