    strangers in a strange land

    We are US citizens who live abroad. My child has begun competing though the fencing association of the country in which we live. Unfortunately, the majority of larger competitions and development programs in this country do not allow children who are foreign citizens to participate. Does anyone have any experience or advice on how to help a child develop as a fencer in a country where he is not eligible to participate in the local system beyond a basic level? If one travels to other nearby countries where one is neither a citizen nor a resident what restrictions are there on competing?

    What happens to foreign nationals who are legal residents in the US?

    They first join the USFA, then FIE and usually can fence most anywhere with an fie card.
    As long as your fencer is at least 13 by January 1 of that competition year it should be ok.
    I would imagine that you would have to sign him up with the USFA for word cup situations.
    If it isn't a world cup the FIE membership should get him/her in.

    So what would this fencer have to do to qualify for JOs or SNs while living in another country?

    That is a question for Christine Simmons, I am just a lowly margarita mom.....
    However.... I would assume if you are fencing on an FIE Card from the USFA then the points a fencer got abroad should put them on the point list and qualify them.
    Is this like an algebra problem or something?

    Are there any restrictions on US fencers entering international competitions other than acquiring an FIE waver? Does one need the permission of USA Fencing to enter?

    Virtually nothing.

    S/he would be a member of the National division. Members of the national division can directly enter JO's or SN (exception: D1 National Championships) without normal division/section qualifying paths. There is a provision that if "too many" National Division members sign up for an event that a qualifier will be held the day before at the site of the National Championships. As far as I know this rule has never been envoked.

    National Division is normally used for members of the military stationed overseas, but is also applicable for other Americans abroad.
