I just got an insurance certificate in the mail today, as a matter of fact, even though I asked for the policy itself. I sent the insurance representative another e-mail with more specific and slightly stronger language. If it doesn't happen this time, I plan on contacting the National Association of Insurance Commissioners, the state's insurance department, and the Insurance Consumer Advocacy Network, for starters.
