I've seen both scenarios! My first open tournament my first DE was against an A-rated epeeist. This was back when I knew even less about fencing than I do now, and it really wasn't pretty (Or at least the part where I was fencing). He got fairly far in the tableau, too. We also have an epeeist who does foil occasionaly at club. He's not great, but he isn't completely easy to beat either.
As far as foil to epee goes, I may be in that camp now (If only recreationaly). After having been told by 5 different fencers, 3 of which have been coaches, I've decided to give epee at least serious consideration. (Yeah, that means I have problems with moving my feet. ) From what I've seen foilists good forward motion and tempo change help in epee. One bad thing some foilists whom are low level do (such as I), is instead of a disenguage straight from the shoulder we "buy ouselves time" by coming up underneath. Basically a "Here let me give you a nice open target, coming right towards you". Drat, guess I'll finally have to fix my technique. Do not meddle with dragons, for you are crunchy and good with ketchup. -

There is a woman in my club who started in epee and has switched to foil.
As for not being able to do well immediately, the Atlanta NAC Open VMS event was very nearly won by an epeeist using borrowed equipment who did almost nothing but stop cuts to the arm. I think he finished 3rd, and reportedly he had never done sabre before.
Yes, yes, I know: that's just geezer sabre.  That's pretty much how I started fencing saber. I was at the Pomme and decided to fence unclassified saber after my epee bouts so I borrowed club equipment and several stop-hits later I placed 4th or 5th I believe. But since then I've actually tried how to fence real saber (that whole tournament was a nightmare if they found my blade ) but knowing how to target wrists from my practices with epee has been a HUGE help in saber. He fenced foil at the Hawaii Open, because they needed just one more fencer to make it a possible B2 event, and wound up earning his D in foil. +_+ I like a man who's good, but not too good - for the good die young, and I hate a dead one. +_+ --Mae West Slogan in avatar:

EVERYONE knows it's impossible to be good in more than one weapon. Especially if one starts out in epee.
Hey Mr. "Look at me, I'm freakishly tall! I can angulate to your wrist and run away!", you *may* be an outlier! 
Soon epee will be the one to start in, because it will be the basis for all other weapons as the lockout timings get shorter and shorter. Everybody will be fencing epee, just with different weapons.
