Look for the list underneath the word "klubbar" in bold at the left of the page. My club is in Kristianstad, BTW. With the exception of Stockholm and Örebro, no Swedish county has more than 1 club.
If you have specific weapon demands: Epee: fenced in every Swedish fencing club except ÖKSF in Örebro. Several of the smaller clubs (usually located in smaller towns) are epee-only. High-level epee is found mostly in Gothenburg, several Stockholm clubs, Uppsala, Karlskrona, Jönköping (WE). Foil: Most Swedish clubs at least have some foils lying around and someone who should be up for some foil fooling around. Better foil is found in Gothenburg, Karlskrona, Ljungby, Kungsbacka, Örebro, some Stockholm clubs, Helsingborg Sabre: Found at a level above fooling around in Örebro, some Stockholm clubs, Lund, Linköping.

With the exception of zoning laws, all real lawmaking is done at the National level in the parliament, the "Riksdag" which roughly corresponds to the HofR. There is no Senate in Sweden. The "Riksdag" also votes upon who should be Prime Minister.
The 2nd level of govt in Sweden is the "Län" of which there are 21, with a population ranging from 57000 to 1.9 million. They are governed by a "Landshövding", who is appointed on 6-years terms by the govt. His powers are in general much less than the US. governor, but in times of extreme danger his word supersedes not only the law, but also the constitution. No Swedish Landhövding has used that power for at least a century, though. In normal times, the "landsting", the elected parliament of the län decides upon matters special to their area. About 90% of their expenditures go to health care (private health care is very small in Sweden), the remainder mostly going to regional transport. Small amounts go to culture, etc. They get the big part of their income from a income tax of about 10-15%, varies from län to län.
The 3rd level of govt. in Sweden is the "kommun" of which there are 290, with a population ranging from less than 4000 to 900,000. About 50 of them (including all with a population exceeding 113,000) have fencing clubs. Each has an elected body, the kommunfullmäktige. They decide upon local issues. The big spending items are care of elderly, child care, care of people not in hospitals but who for some reason or another need recurrent care, local schools, transportation&infrastructure, etc. They get most of their income from a 20-25% income tax. Several small and/or demographically disadvantaged "kommuner" get a large share of their income from a national program which moves money from rich to poor "kommuner". The "kommunalfullmäktige" can vote upon where to locate the new school, but not what should be taken out of its curriculum. They can add emphasis on special things if they want to, though. The power in a kommunalfullmäktige comes from spending and zoning - they can not vote on values stuff like school curriculum, local alcohol laws, local anti-smut laws, local environment laws, etc.
The Swedish police force, and its court system, is totally nationally funded and governed. The Swedish capital, Stockholm, has a lot of stuff that Washington DC does not have. It has the national stock exchange, is home to all the 4 big national papers (which are more important than in USA), has all the national cultural institutions, is the legal seat of many of the biggest companies - even those who have most of their activity elsewhere - , is the center of the lions share of all entertainment industry, has around a 6th of the national population if the suburbs are included, has the 2nd largest port, has the by far largest airport (all other airports are mostly feeder airports to it), has a large share of the nation´s IT industry in its north, etc.
A comparison: Start out with Washington DC. Then take the Wall Street, NYSE and Chicago commodities market to it. Then take most of Hollywood to it. Then take LA Tribune, NY Times to it and make them DC-centered. Then put the legal residence of 300 Fortune-500 companies. Then put the O`Hare, LAX, LaGuardia and Austin airports in it. Then move the Silicon Valley into it. To top it off, put all but 2 Ivy places of learning in it.
Therefore, most member sports federation in the Swedish sports federation has a designated national high school where promising teenagers can apply. Those selected get phys.ed changed to their sport, and some other time devoted to their sport. In many sports, the great majority of the Swedish national teams come from those schools.
