The entire FIE proposal, not just excerpts, was recently on the Swedish Fnecing Federation website, in English. You can find it here: http://www.fencing.se/nyheter_122/ty...slagna-regler/
Look for the .pdf link in light grey text, just after the text "Bifogad fil:" and above "Aktuellt > Nyheter". It is a 39-page document, so I will not go through it in detail. However, I find it interesting that the Honduras Fencing Federation proposes that there should be a 2-term limit for the FIE presidency, just like the US. one.
Their motivation: "With the current Statutes and Rules we take the risk that the presidency becomes <<DICTATORIAL >>. This is not the case now but we must be careful."
I doubt that went over well with everyone.

On the bibs, wouldn't making the bibs target also necessitate lame's with tabs and head cords?

| wondering where i can find an official up to date FIE rulebook(pdf)
and do the up to date rules include the sabre rules:
if two fencers attack simultaneously the one with the higher guard gets the point (or sumthing like that) and the point in line after attack changes
cause i remember there being a discussion about that a little while ago (cant find it on search) |

The whole point of the proposed updating of the regulations is to regularise what is at the moment the position of the joint manufactures marks and F.I.E, logos making the amourers and referees job easier. For example if these rules are accepted the Allstar and Leon Paul logo including the cen and F.I.E. stamp will be exactly the same size as it is now, but there can be no dispute about what is the size of the manufacturing logo and what is the size of the other F.I.E. and Cen marks.
Also it will avoid the problems of last year where suddenly at a junior A grade most sock logos were deemed to large after allowing them for the last 10 years. The regulations before were more helpful to firms with a short name. |

| There are actually 3 places that the official rulebook is posted. First there is on the FIE own web site. http://www.fie.ch/Fencing/Rules.aspx
If there is a difference between this and the English version on the British Web site list above, the French version takes precedence.
There is also a Spanish version http://www.sportec.com/rfee/reglamento.htm
I have not been able to get the complete version off the Spanish web site. For example the Material stops at M.29 and does not appear to have the lates changes.
