Courtney Hurley is also exempt from pools.

Tina Thorburn was not listed on the USFA squad link which was why I didn't notice her.

If the USFA did not enter her (as indicated by the squad link), then the FIE will fine the USFA, which will be then passed on to her, as per the Athlete's Handbook. Her FIE license is US, but the USFA membership list has her listed as a foreign fencer from Australia.

She may have dual citizenship. Can she fence just on an Australian passport and Australian Fencing Federation membership, without having to show a US passport and US sponsored FIE card.

Sure about the US sponsored FIE card?

In that case she should be in trouble with someone.

In both individual events, the weakest non-Australian fencer came from USA. Wonder what one should conclude from that? Does USFA send too many no-hopers? Something else?

BTW: I have fenced and lost against #28 and #52.

There are a lot of names on the lists I don't recognize. I suspect some of them are US college students on study abroad or something who happened to have a local tournament. One of the (Tina Thorburn) appears to have not been entered by the USFA, which raises its own issues as mentioned above.

One thing I was surprised to learn about World Cups is that they can have door entries. I assumed that all WCs would require pre-registration only, but this isn't the case. A lot of them seem to be pretty much run like regular "local" tournaments.

As referenced in an earlier post, the reason the USFA requires pre-entries (besides the whole Olympic team selection thing) is the fine the FIE levels on a country's national fencing organization if they submit too many fencers and not enough referees.

I wonder how they resolve the situation if too many unranked fencers from a country show up at the door than are allowed to fence in the WC? Do they have to hop online and check that country's national points list?

Given the importance that has shifted onto the World Cup since they changed the Olympic qualifying procedure, you'd think the FIE would start requiring pre-registration through the national federations only.

For Zonal competitions, both senior and junior, the entries of the
fencers and of the teams must be made via the FIE website 7 days
(from 2007-08 season; until then, 8 days for Satellite competitions,
15 days for all others) before the first event of the Championships at
the latest.

2. After the deadline for entries indicated on the FIE website, there can
be no further additional entries nor the withdrawal of a name except
in cases of properly authenticated injury or ‘force majeure’.

However, before the Tuesday preceding the competition:
— a fencer may be replaced by another. To do this, the national
federations must send to the FIE, in writing (fax or e-mail), a
request for a fencer to be replaced.
— one or more fencers may be added, on payment to the FIE of
a fine of 150 Euros per fencer added. To do this, the national

request to add a fencer, together with a copy of the bank transfer
for the appropriate fine.

From the Tuesday preceding the competition, if a fencer is withdrawn
because of injury or 'force majeure', the national federations

of injury or ‘force majeure’, the rules for World Championships

Registration at the door is not allowed at World Cups. Pools are posted a couple of days before the event. Per FIE rules, if a fencer fails to show up, the pools are not reseeded.

(This is why there may be a pool which is smaller than the rest.)

Perhaps you are referring to US Cadet Designated B events which usually are "local tournaments" not World Cups. Though registration for these may be at the door, the US restricts eligibility. (Although the Junior World Cup in Montreal is a World Cup and all FIE rules for entry are followed, for US team standing purposes it is sometimes used as a Cadet Designated tournament)
