For display or fencing?
I'll assume you are searching for a production or maybe semi-custom piece, as opposed to a full custom (which can be rather more than $500, unfortunately for me). In addition, I'll assume you want new, not antique, and that you're impartial to whether it's blunt or sharp.
I'm also going to assume the $500 you set as a target uncludes the costs of shipping.
Arms and Armor makes several, but they are more than you're looking to spend, and scabbards/sheaths are extra. HOwever, they do offer the choice of fencing blades or sharps.
A Work of Arthas a few, and slightly closer to your price range. I do not know much about them, however,
CAS Iberia has many options. It seems these, too, can be ordered with sharp blades or fencing blades.
Darkwood Armory makes fecning/recreation pieces. They have no rapiers in stock at the moment, but that will change.
Del Tin Armi Antiche has a few as well (scroll way down near the bottom of the page. Be awar, however, that they're prices are not listed, and I'm pretty sure they aren't located in North America, which adds to shipping cost.
Macallen Armourers have some rapiers, but they appear to be made to order. I confess that I know nothing about this company.
MRL, of course, has a vast selection at low prices. You get what you pay for.
Phoenix Metal Creations is, to my understanding, a maker of re-enactment pieces. I could be wrong, though. I do think it should be pointed out that his front page says the following:

Regardless, I recommend reading a few
reviews before making the final decision.
And I'm sure I don't need to tell you that even blunt swords can be dangerous if improperly handled.
