Take a look at it.
Go to <a href="http://www.fie.ch/," target="_blank">http://www.fie.ch/,</a> click on the logo on the first page, and then click on "News". Look at the different items. Those that have "ANG" are translated in English (that's pretty much all of them).
There's one in there that has all the most recent qualification paths.
Basically I think it was like 24 fencers in the weapons that did not have team event (allegedly WF and WS), and 36 in the other weapons.
They had 3 levels of qualification, the FIE point list where they would take the top 8 that did not qualify through team (if applicable), then in the remaining they would take a certain quota per zone in the top 32 I think, and then there would be one more certain quota through a zone qualifying competition.
One big change was that if a nation had a fencer qualified other than through team, they were not allowed to qualify another fencer through another method (say from FIE and from zonal comp).
That's the gist of it, if my memory's correct.
