Array First 2007 USCFA NCAA Coaches' Poll The USFCA conducts the official NCAA polls for fencing several times each season. The first poll is just coming out:

Array I'm not sure who is in the voter's pool, I believe it's NCAA head coaches.
The question is to rank the top teams in order, separately for men/women. I think the coaches return an ordered list of up to 15 teams. Points are awarded for each position, something like 15 for being ranked 1st, 14 for 2nd, etc. down to 1 point for being the last team listed on a ballot. Adjust as necessary if my memory of it being 15 slots on the ballot is wrong.
The poll is conducted, I think, 3 times during the Jan-Mar timeframe, and then once right after selections for NCAA Nationals have been made (3/13/07 this year). The polls during the season tend to reflect belief of how strong teams are at dual meets, the final poll tends to reflect how well teams are expected to do at NCAA's. Note that these are frequently not the same metric, given a) massively different format, b) specific knowledge of how many individuals have qualified from each team for NCAAs.
As mentioned by MP, Rutgers has been cut, but effective next season. There's at least one thread here somewhere with additional details.

Array Speaking of RU... is that poll counting yesterday's duals? Because we should be much higher after that... -

Array I agree mostly with what was posted. Our (Columbia's) girls have a good chance of winning NCAAs. As for the men, well, Hatvard lost Hageman and we gained Getz and Jeff Spear, so I'm confident that we CAN beat them (note: not necessarily that we will). As for OSU and Penn State, well, I just think this year's NCAAs will be VERY hotly contested. -

Array Crap, you're right. My apologies, it was Dave Jackus (sp?) I was thinking of. Either way, Harvard lost a very strong Sabreist. I just saw that they beat Penn State, as well. Interesting...I feel that we are capable of doing that as well, given a good day of fencing (unfortunately, though, we never meet them during this season). -
rankings if rutgers should be moved up after yesterday's performance lets also bump duke university up into the top 10. The men's team went undefeated and swept through nearly every team. -

Array The poll closed on Friday, I believe. So it does not include the results from the meets at Haverford on Saturday.
Another top-10 upset, Penn women (#8) beat Northwestern (#5) 15-12.
Lots of ranked teams in action next weekend at both Penn State (Saturday) and NYU (Sunday).
