Array To be fair, the 3rd-round-to-promote-2nd-and-3rd-round-to-seed bit has been used in the past (now reminded of it I remember this exact problem popping up midway through the day last year -- that time on Saturday). That said, it FEELS like the exact format is somewhat flexible year-to-year.
Cut/promotion lines are not, as far as I can tell, announced in advance most of the time. This year they certainly were not announced in any form of which I am/was aware (prior to the lists of who made the cut). Last year some were and some weren't. Some of them were changed after the announcement (but prior to the fencing) when objections were made about skipping from a round of 30+ (35? 36? somewhere around there) directly to 16, eliminating more than half the field at one stage. A L24 pool round was inserted.

Yeah, from my own experience the "same" format is rather flexible and subject to change from year to year depending on moods, weather, the will of the fates, and what number came up for the powerball. I now dangle to the left....my tassle. Get your minds out of the gutter.

Dave Lin was pretty consistant in announcing the promotion from each round when they were posted... of course, the announcements could only be heard in the main gym... and I don't know how effective even that was.
Also, Engarde prints the number of fencers promoted on each pool sheet.

When skimming the thread, I thought that maybe you ran into that, but now I am curious: How did you configure Engarde to eliminate down to 16 fencers based on the combined results of the pools? (or Poules?)
(I have been burned so many times by any software doing wierd things with any format other than 1 round pools -> DE, 100% promotion that I now will do at least one dry run before the competition.)

Its under the format section (obviously), if you hit "main options", you get a screen with a bunch of options (surprise!)...
one of them is "number of rounds for qualification" (defaults to 1), and another one is "number of rounds for ranking".
by changing the rounds for qualification value, it uses the last x rounds to promote to DEs... by changing the rounds for ranking, it then uses Y rounds to seed the fencers that you have now promoted.
I DID have to create another tournament file to handle the cosolation DE bracket, but other than that, Engarde runs this format just fine.

-w Note: I wasn't discussing the cuts/format for this year (although as you said you could really only hear it when it was announced and if you were in the main gym OR if you knew where to look on the pool sheets...I will say though that I think coaches were given a rough estimate of what cuts would likely be for each round); I was, however, referring mostly to the variability of the format from year to year as I'm pretty sure it hasn't had the same actual format any two years that I've fenced in it.
