I'd be happy to let that one go with that and let the fencer try to appeal if he felt like it.
I've had this happen. 14th round of a 20 round college team tournament. I asked to see inspection marks every round, as I am a creature of habit. This girl just looks at me and goes "what?". I was amused, but Red Card, confiscate, go get a new mask.

inital inspection?

I was under the impression that these were 2nd and third bodywires/weapons that were missing control marks.

Sure, but at large US tournaments (Nationals, NACs, etc.), the referee normally checks in all of the fencers at the beginning of pools. In foil, most of them check that the fencer has at least two weapons with him, is wearing an underarm protector, is wearing a chest protector (women), and has an inspection mark on the mask, the lame, and on both the primary and (first) back up bodywire.

Of course, at that point, I've rarely seen a card given for a missing inspection mark. Or even a missing underarm protector. The referee catches it and tells the fencer that he's missing an inspection mark. The fencer normally sprints to the armorer's table to get it inspected or hands the equipment to a teammate to do the same. By the time the referee is finished checking everyone else, the fencer has corrected the problem and finishes checking in. But I think that's just referee leeway for the controlled chaos that these tournaments become.

My fencing gear missed my flight to Sectionals last year. Thanks to the kindness of many other NC fencers, I didn't have to buy all new gear. One coach let me borrow a few spare weapons. Another fencer had a spare mask. Another let me use his spare lame. I think that I had gear from fencers at RFC, CFA, CFC, Touche, KOS, and AAF, pretty much every NC club that showed up. I started the foil event using entirely borrowed gear, no two pieces from the same fencer.

My gear arrived halfway through pools. By DEs, I'm back into all of my own gear. I get up on strip for my first DE. The referee visually inspects my mask and notices that there's no inspection mark. I had forgotten to get my gear inspected before I changed into it.

So, I got a red card. After I get my gear inspected first thing in the morning, I never really think about the inspection marks. Thankfully, the referee let me leave strip briefly to get the mask inspected before checking anything else. And, thankfully, the armorer pointed out that I probably needed the lame inspected (correct), so I avoided a second red card.

I don't plan to do that again.

Yeah, weird, hm? I didn't know what to make of it either.
