I was watching a D-rated tournament not long ago. I was wondering how the system works. I have a vague idea, A through E, A being the best. If I went to a D rated tournament and I was a B (yeah, I wish) what would happen to my rating if I won?
If you were a B you wouldn't be allowed to fence in a D and under tournament.
If you go to the operations manual of the USFA rules, there are charts that show what ratings are earned by fencers placing at different levels of tournaments.
Wow there are alot of rules and ratings and styles and french words. . .I have a long way to go!

To avoid confusion among the beginners, I'll point out that there's a difference between a D-rated tournament and a D & under tournament.
You can be a B and still fence in a D-rated tournament, if the tournament simply ended up not attracting enough rated fencers to be more than a D-competition (e.g., an open competition that has 1 A, 1 B, and 2 E's and 11 U's ).
A D & Under tournament is one that has been restricted to fencers of D classification or less. Such a competition could actually end up as a C-tournament if there were at least 15 fencers, with 4 D's and 4 E's among them.

Dave, you forgot something else. A certain number of specific ratings must be in the top levels at the end to determine the group level of the tournament.

So it's kind of like softball and ages. You can play up a few ages, but you can't play down. Right? I think. . .

Well, not really, I keep getting older but my rating never goes up.
