Variable pay without guarantees is, as mentioned previously (
post #149), a discouragement for referees, especially those out of the immediate area. Committing a day, plus a 4-hour round-trip drive, without knowing what to expect in compensation isn't particularly appealing, even if the actual results should be completely acceptable.
The division may have gone to a flat-rate system, but if so they have returned to an a la carte system. The bonus for highly rated referees is new. There was no mention of an upper cap (previously $120), so that might have gone away. I can't seem to locate any mention of pay rates on the website any more, so that might have been updated off the site.
