Over Reels -- Pulley System

Hey all,
Our club currently has what I believe to be an over head pulley/bungee system. To briefly describe:

There are 2 "laundry line" type reels at one end of each strip. These lead to what look like bungie lines with less tension. These appear to attach to 2 rings which in turn connect to two lines. One line is static and seems to just span the length of the strip. (the pulleys travel along this line). The other obviously, is the line that ends with the connection end.

Most everyone is off at nationals (perhaps this post won't get a look b/c of this) and I am going (with the help of other members) to attempt to fix the issues we are having with a few of them, I beleive some of these issues are electrical and a few may be mechanical.

Can someone tell me or point me to a document that describes how to build one of these systems? If I knew how to build it, I'd know how to fix it...And vice versa I suppose.

Your help is much appreciated,
--Brian

I think this thread might have some useful hints:

Bungee/Pully system instead of floor cords and reels?

(Sorry, I just did a quick search and haven't actually read through that thread.)

At a quick glance ZZ's suggestion looks pretty sound, especially grotto's attachment. This is the last page from the armorers' college manual. It may help:
