so if i earnd my B on May 28, 2006 and it was sent in straight away i should be ok even though they have not sent me my updated usfa card yet?

You're okay if your confirmation paperwork for Nationals lists the new rating. If not, you're not "okay." If all of the rating change information was sent to the national office on time, and the national office had time to process it, then they'll have your new rating on the sheet at Nationals.
If they don't, then you have the fun of trying to prove that you should have a new rating. It's a bit late now, but I suppose that you could e-mail the tournament organizer and whatever division officer sent the information to the USFA. They may be able to give you some sort of evidence of the rating change. But I have no idea whether the bout committee accepts that sort of documentation at Nationals. I always just try to make sure that my confirmation page lists the correct events with my correct ratings.

No, the Bout Committee is not changing the ratings earned during a National Tournament. Maybe it could be done in old days when the numbers were smaller, but it is not done anymore.
